Compliance Guide for Local Law 152

Local Law 152 affects all building owners within the limits of New York City. While there is a lot of information available about the law and what it means, figuring out how to be compliant and avoid a $10,000 civil penalty can still be confusing! Here’s our simplified guide to being compliant with the new law’s requirements.

What Do You Need To Do?

Your main responsibility as a building owner is to obtain a gas piping inspection from a Licensed Master Plumber. Depending on which Community District your building is located in, your deadline is at the end of the year between 2021 and 2023. Here is the breakdown by year:

  • The end of 2021 is the deadline for Community Districts 2, 5, 7, 13, and 18 in all boroughs.
  • The end of 2022 is the deadline for Community Districts 4, 6, 8, 9, and 16 in all boroughs.
  • The end of 2023 is the deadline for Community Districts 11, 12, 14, 15, and 17 in all boroughs

After these deadlines, it is your responsibility to obtain new inspections every four years.

Inspection Process

When you request an inspection, Nationwide Plumbers will send our Licensed Master Plumber to your building to perform an inspection on the gas pipes and piping system in your building.  The Master Plumber will be inspecting all exposed gas piping, and any gas piping in public spaces as well as hallways, corridors, and mechanical and boiler rooms within your building. The inspection will not include the insides of apartments. The Master Plumber will inspect for any hazardous conditions, non-compliant installations or corrosion and damage.

Paperwork and Filing

Once your building has been inspected and passed inspection, we will have up to 30 days to provide you with your Gas Piping System Periodic Inspection Report (GPS1). Within 60 days of your inspection, you are then required to submit a Gas Piping System Periodic Inspection Certification (GPS2) that is signed and sealed by the LMP who conducted or supervised the inspection. You will submit this to the Department of Buildings (DOB). If your inspection did not indicate any corrections were needed, then at that point, you’re done! Make sure you hold on to these reports for at least 10 years, per this law.

Penalty for Non-Compliance

On the other hand, if your building does not pass inspection or your inspection indicates that there are corrections to be made, you must get those taken care of. After that, you have 120 days from the initial inspection to submit another inspection report that states the corrections were made. In total, once you receive your first inspection, you should be done within 120 days, maximum. If you do not comply with any of these requirements, you could face a civil penalty of up to $10,000, so it’s highly important you get started as soon as possible!
